An endoscopic procedure of this nature is generally performed on an outpatient basis without any hospitalization. Assuming there are no complications, you will be able to return home the day of your surgery. You will need a friend or family member to give you a ride to and from the procedure, and possibly to stay with you for several days after the procedure so that you can acclimate to any changes in mobility that you experience.

Solar car travels around the world

On December 4, 2008, a solar car, developed by scientists at Swiss universities, ended its journey of traveling around the world at the United Nations climate talks in Pozna?, Poland. Yvo de Boer, the Executive Secretary of the UN Framework Convention on Climate Change, rode into Pozna? in the vehicle, along with schoolteacher Louis Palmer.

The two-seat car began its journey 17 months ago in Lucerne, Switzerland. Carrying solar cells on a trailer, the car sent the message that global warming can be stopped and there are better alternatives.

“This is the first time in history that a solar-powered car has travelled all the way around the world without using a single drop of petrol,” said Palmer. “These new technologies are ready. It’s ecological, it’s economical, it is absolutely reliable. We can stop global warming.”

Many people have been carried by the solar car, including New York City Mayor Michael Bloomberg and UN Secretary General Ban Ki-moon.

The conference in Pozna? seeks to draft a new climate treaty that would replace the Kyoto protocol, which is set to expire in 2012. The delegates hope to finalize the treaty by December 2009, when the UN reconvenes on the climate in Copenhagen, Denmark.

“Here at the conference, we are talking about reducing emissions by 10 or 20 percent,” Palmer said. “I want to show that we can reduce emissions by 100 percent — and that’s what we need for the future.”

BC election writ drops; referendum campaigns underway

The provincial election was called today in British Columbia. Alongside with the election, the citizens of the province will also be debating if they should change their electoral system from Single Member Plurality to Single Transferable Vote (STV). The vote for both the election and the referendum is to be held on May 12th.

According to the Angus Reid Strategies online poll, the issues before the candidates this year are the economy, crime and public safety, and health care.

Gordon Campbell is the current Premier of British Columbia, and leader of the Liberal Party. Three new tax measures have been proposed, increasing apprenticeship training tax credits, reducing small business income tax, and raising the revenue definition for small business. “Keep B.C. Strong” is the Liberal slogan.

The New Democratic Party (NDP) leader Carole James is focusing her election platform on supporting a green economy, eliminating the carbon tax, offering families tax relief, freezing post-secondary tuition, raising the minimum wage, and providing a small business tax holiday. The NDP slogan is “Take back your B.C.”

The Green Party, led by Jane Sterk, is focused on environmental issues, crime and police, and a ‘green economy’. The Green Party is in support of the carbon tax and will be campaigning in favour of the new STV voting system that is being proposed again. Wilf Hanni is at the helm of the Conservative Party which opposes the Recognition and Reconciliation Act, privatization of BC Hydro Bill 42 ‘gag law’, and the carbon tax. They propose to reduce senior civil employee pay scale, as well as personal and corporate income tax.

Other parties running candidates are the Democratic Reform under Graeme Roger, the Marijuana Party under Marc Emery, the Work Less Party under Conrad Schmidt, the Refederation Party under Mike Summers, the Sex Party under John Ince, and the Communist Party under George Gidora.

For 60 days before the election, each party may campaign with an allowable CA$1.1 million, in the final 28 days, $4.4 million may be spent. $70,000 is allowed by candidates before the writ is dropped, and another $70,000 in the midst of campaigning.

The referendum will allow BC voters to choose between two voting systems. The Single Member Plurality system is the current system in all Canadian provinces, and is also used to elect Members of Parliament in Ottawa. The other system is BC-STV, which would replace 85 single-member ridings with 20 larger ridings in which between two and seven Members of the Legislative Assembly (MLA) would be elected. The total number of MLAs will not change. Voters would rank the candidates in order of preference, as many or as few as they wish. When the results are tallied, votes are transferred to the next preference on the ballot when the first preference has been elected or eliminated. The system is designed to ensure that every vote helps to elect someone, every vote counts as fully as possible, and every voter is represented by a candidate they voted for, as nearly as mathematically possible.

Previous elections held under the current Single Member Plurality (also known as First Past The Post) system led to odd results in certain elections, such as the 2001 election where the winning party obtained 77 of the 79 seats of the legislature with just 58% of the vote, and the 1996 election, in which the party with the most votes failed to win the election. The recommendation to switch to STV was made by the British Columbia Citizens’ Assembly on Electoral Reform, a group formed in 2004 of randomly selected citizens. They spent a year learning about voting systems around the world and consulting with BC citizens.

It’s the fourth referendum in the country and the second in the province within the last 4 years. The previous referendum held in 2005 also voted on these same electoral systems and came within 2.3% of the 60% threshold. In order for the referendum to be binding, BC-STV will again need 60% of the popular vote and 50% of votes in 51 of the 85 ridings in BC. If the change is approved, it will be the first province in the country to adopt reform of the electoral system in recent history.

Fair Voting BC, recognized as the official proponent group, argues that STV will lead to fairer election results, effective local representation and greater voter choice. They argue that BC-STV will give voters the power to hold politicians and political parties accountable, by giving every voter a vote that actually makes a difference. If the STV system is approved, then it will be put into use for the first time for the 2013 provincial election.

The recognized opponent group is the No STV Campaign Society. Their arguments are that STV will give larger ridings, voters would be unsure of whom their MLA would be, there would be unequal geographic representation, that the counting method is too complicated, the electoral system results are unverified in practical usage, the system results in a higher probability of minority governments and the subsequent coalition of parties. They also argue that other countries who use systems similar to STV have had problems with their election results.

$500,000 in public funding has been given to both the proponents and the opponents of the referendum.

Scientists say new medical diagnostic chip can sort cells anywhere with an inkjet

On Monday, scientists from the Stanford University School of Medicine announced the invention of a new diagnostic tool that can sort cells by type: a tiny printable chip that can be manufactured using standard inkjet printers for possibly about one U.S. cent each. Lead researchers say this may bring early detection of cancer, tuberculosis, HIV and malaria to patients in low-income countries, where the survival rates for illnesses such as breast cancer can be half those of richer countries.

Existing methods tend to identify cell types using fluorescent or magnetic labels, which take time to attach, but this platform uses the phenomenon of dielectrophoresis: because different kinds of cells have different levels of receptivity to electrical fields, a trait called polarizability, when an electric potential gradient is activated around the chip, different cells are pulled in different directions at different speeds. This allows doctors to diagnose cancer by determining the number of tumor cells in a patient’s blood sample. Different chips can be printed to diagnose different diseases.

Physically, the scientists say, the system has two parts. Cells are held in a clear microfluidic chamber made of silicone. The chip itself is an electronic strip that can be printed onto flexible polyester. Most lab-on-a-chip devices must be manufactured by professional staff in specialized facilities called clean rooms and can take weeks, but the chip component of this system can be made almost anywhere in as little as twenty minutes. The chips cost approximately one U.S. cent to produce (US$0.01) and can be reused. For comparison, a standard flow cytometry machine can cost US$100,000 to purchase.

“Enabling early detection of diseases is one of the greatest opportunities we have for developing effective treatments,” said lead author and electrical engineer Dr. Rahim Esfandyarpour. “Maybe $1 in the U.S. doesn’t count that much, but somewhere in the developing world, it’s a lot of money.”

Senior author Dr. Ron Davis of the Stanford University Genome Technology Center compared this invention to that of low-cost genome sequencing, which helped lead to personalized medicine.

The findings appeared in the Proceedings of the National Academy of Sciences on Monday.

5. Air conditioning and heating. A well insulated attic can get pretty warm during the summer and cold in the winter months. An attic renovation project should also include heating and cooling for a more comfortable outcome.

6. Bathroom. Added structural strength may be required to support a tub which can be extremely heavy if filled with water.

In the lead-up to the APEC forum, thousands of South Korean farmers clashed with police on Tuesday in the capital, Seoul, to demand the withdrawal of a bill to open up the country’s rice market.

Local police said that about 40 farmers were arrested. Protesters drove back ranks of riot police in full combat gear as they marched towards the national assembly.

Police put the number of protesters and farm activists at about 10,000.The farmers were stopped just short of the assembly and entered in a standoff with the police, who used water cannon to subdue the farmers and disband the protest.

“No to WTO, No to APEC, No to BUSH,” the protesters chanted. A representative for the farmers said one activist suffered a severe eye injury. Three police buses were burned in the protest. South Korean media reports that 70 protesters and 10 police were injured in the action.

Busan Mayor, Hur Nam-sik, said the protests should be contained. “I cannot block all the protests and demonstrations at APEC at all,” he said. “If the protests and demonstrations happen, it has to be in an orderly way, not to harm the image and progress of APEC.”

South Korean farmers regularly take to the streets demanding protection for the domestic rice market from imports. The farmers oppose government’s plans for wider liberalization of the nation’s rice market.

“The government must come up with realistic policies for the rice market and the farming industry to allow farmers to live comfortably,” said the Korean Advanced Farmers Federation.

The rally follows the death of a South Korean farmer, who allegedly committed suicide last Friday in protest of APEC policies.

About 2,000 South Korean farm activists plan to travel to Hong Kong next month to protest during a meeting of global trade ministers.

20 tons of cocaine seized by US Coast Guard

The United States Coast Guard (USCG) has seized 20 tons or nearly 40,000 pounds of cocaine with a street value of over US$500 million in what authorities call one of the largest cocaine busts in history.

Three busts in total were made in a period of nearly one month. The first on February 19, off the coast of Mexico, March 18 off the coast of Panama and on March 25, also off the coast of Panama.

In the first bust on February 19, “the Ecuadorian-flagged fishing vessel Don Juan K was approached in the Pacific Ocean February 19 off the coast of Mexico while allegedly offloading cocaine into “go-fast” (cigarette-style boat) boats. The fishing vessel’s crew apparently set fire to Don Juan K in an attempt to destroy the evidence and flee in the go-fasts. The USCGC Sherman stopped the go-fasts and recovered about 900 pounds of cocaine as Don Juan K sank. The 14 crew members are being processed for further legal action,” said a statement on the USCG’s website.

The second bust on March 18 yielded nearly 40,000 pounds of cocaine.

“The 330-foot Panamanian-flagged motor vessel Gatun was interdicted in the Pacific Ocean Mar. 18 off the coast of Panama while heading north toward the United States. Sherman’s crew stopped and boarded the vessel and found 765 bales of cocaine weighing approximately 38,000 pounds in two shipping containers. Gatun was escorted back to Panama and its 14 crew members processed for further legal action,” added the statement.

In the third bust on March 25, at least 2,000 pounds of cocaine was seized, also from a ship off Panama’s coast.

“[The] Sherman’s crew stopped and boarded a small stateless go-fast in the Pacific Ocean Mar. 25 off the coast of Panama following a short chase, in which, the go-fast attempted to flee at a high rate of speed. Approximately 2,000 pounds of cocaine was found aboard the go-fast and its four crew members were processed for further legal action,” said the statement.

Several agencies both in the U.S. and in other countries in Central and South America and will continue to investigate the extent of the drug ring.

“The Coast Guard works in close coordination with Joint Interagency Task Force South, U.S. Attorney’s office, Panama Express South, DEA, FBI, Bureau of Immigration and Customs Enforcement, and Customs and Border Protection, as well as the Departments of Justice, State and Homeland Security on counter drug operations in the Pacific Ocean near Central and South America. These drug smuggling routes are some of the most active, yielding roughly 70 percent of the cocaine seized annually by the Coast Guard,” added the statement.

FDA issues proposed rules requiring calorie content on menus

The US Food and Drug Administration (FDA) has issued proposed calorie labeling rules requiring most retail food vendors to display the calorie counts in items on their menus and menu boards. The proposed rules, issued Friday and expected to be finalized in 2012, would apply to most restaurants, snack bars, vending machines, coffee shops, drive-through restaurants, and convenience and grocery stores.

The US Congress required the rules in the health-care reform law passed in 2010. The rules proposed by the FDA must undergo a public comment period before they are finalized and take effect, said Michael R. Taylor, Deputy Director for Foods at the FDA.

The proposed regulations pertain to businesses devoting more than 50 percent of their floor space to the sale of food or that consider themselves restaurants, specifically food-selling chains with at least 20 stores nationally. Included are candy stores, bakeries, and ice-cream parlors.

The FDA’s proposed guidelines specify that chains post the calorie counts of foods and drinks on menus and menu boards or next to the food item, such as at a salad bar. The menu is to prominently exhibit the calorie content of each item in a way customers can see easily, giving them the same information packaged foods prepared at home currently provide. The information must be displayed in “clear and conspicuous” print and colors.

Giving consumers clear nutritional information makes it easier for them to choose healthier options that can help fight obesity and make us all healthier.

Many cities and states have passed laws requiring calorie labeling on menus, beginning with New York City in 2008. California implemented a similar law in January, although many counties are waiting for the release of the federal guidelines before they begin enforcement. Some fast-food chains there, such as McDonald’s and Starbucks, are displaying calorie counts on menus in some of their stores.

The rules are intended to curb the national obesity epidemic since, according to FDA estimates, one third of the calories people consume yearly come from food eaten out. In a statement issued yesterday, Kathleen Sebelius, Secretary of Health and Human Services said, “Giving consumers clear nutritional information makes it easier for them to choose healthier options that can help fight obesity and make us all healthier.”

Excluded from the rules are businesses whose primary product is not food sales but that sell it, such as bowling alleys, airports and airplanes, amusement parks, hotels and movie theaters. Alcohol is also excluded.

New Year’s Resolutions are set by the millions every year yet they have a notorious reputation for being broken. Here are some tips on how to increase your chances of turning your resolution into a reality?

1. Decide what you REALLY Want. Scientists have learned that the brain is a goal seeking organ, so the clearer you can be in defining your New Year’s Resolution and keeping your mind focused on that outcome, the higher your chances of achieving it. Think about it this way, you can’t hit a target if you aren’t sure where it is. Take the time before you start dieting or exercising to figure out what exactly you want your outcome to be.

2. Write it Down. Writing down your resolution is one of the keys to achieving it. In fact studies show that people who merely think about their goals are much less likely to achieve them than people who write them down.

A study of Harvard alumni 10 years after graduation illustrates this fact. 83% of the graduates set no goals at all, 14% had goals but did not write them down, and the remaining 3% made specific goals and wrote them down. Who faired the best? The group who had goals but did not write them down earned an average of 3 times the income of the group without them and the 3% who wrote down their goals earned an average of 10 times what the no goal group did. This works out to the difference of millions of dollars.

3. Make Your Resolution Measurable. Now that you have decided what you want transfer that ‘want’ into what you will achieve by stating it in a way that anyone could measure. I want to lose 30 pounds is not nearly as powerful as I will weight 135 pounds when I wake up on Saturday, June 14th. The second is clear and distinct and can be proven by anyone who happens to be with you on the 14th of June.

4. Be Precise. You want your resolution to be a clear bull’s eye, not a hazy approximation. Be as precise as possible with every aspect of your goal – include not only your weight but also how you will feel, what you are doing, what you are wearing or any other detail that stirs your emotions in a positive way.

5. Eliminate Any Negatives that Surround Your Resolution. In order for your resolution to have staying power it is important to eliminate any negative thoughts or feelings that arise when you think about your goal.

It is not unusual to set a very positive resolution yet still hear that subtle voice in the back of your head whisper, ‘That is going to be too hard.’ or ‘You’ll never be able to do that.’ These thoughts need to be addressed or they will sabotage your chances of success. Your awareness of these distracting thoughts may be all you need to allow them to lose their power. To discover if any limiting thoughts are associated with your resolution write it down on a sheet of paper then below it list any negative thoughts or feelings that come to mind. You can then choose to stop entertaining those thoughts or shift your resolution slightly until they fade.

Once you have created an effective weight loss resolution and written it down you must set it in you mind. So the next step toward reaching your goal is to program it into your mind using the power of repetition. Your resolution is new information for your brain so it will need to be fed the information many times before it believes that this is truly what you want. Read it a minimum of 3 times a day and for the best result read it out loud allowing yourself to meditate for a moment on the positive feeling and emotion you experience when thinking about already having achieved your goal. Your brain will then actively work to bridge the gap between what you have now and what you envision your life to be.

Take these steps and you will set yourself on a straight path toward reaching your New Year’s Resolution.

Election in Moldova instigates rioting mob demanding recount

Protests which began Monday escalated to a riot on Wednesday consisting of over 10,000 people in Chi?in?u, the capital of Moldova, protesting the results of Sunday’s 2009 Moldovan parliamentary election, which showed an apparent, narrow victory for the Communist Party (Partidul Comuni?tilor din Republica Moldova, PCRM). Demonstrators claim the victory was the result of electoral fraud.

The demonstration escalated to a “flash mob” of between 10,000 to 15,000 communicating via online tools like email, micro-blogging tool Twitter, and social-networking website Facebook. “We sent messages on Twitter but didn’t expect 15,000 people to join in. At the most we expected 1,000”, said Oleg Brega of the activist group Hyde Park.

Police deployed tear gas and water cannons, and fired blanks into the crowd. The rioters threw stones at the riot police and took control of the parliament building and presidential office. A bonfire was built out of parliamentary furniture and all windows below the 7th floor were broken.

Approximately one hundred protesters and 170 police officers are reported as injured. There have been conflicting reports as to whether a female protester died during the altercation.

193 protesters “have been charged with looting, hooliganism, robbery and assault,” said an Interior Ministry spokesperson. This announcement sparked another protest by those demanding the release for those detained.

There is wide speculation about who was to blame for the rioting.

President Vladimir Voronin has expelled the Romanian ambassador from Moldova, blaming Romania for the violent protests. “We know that certain political forces in Romania are behind this unrest. The Romanian flags fixed on the government buildings in Chisinau attest to this” said Voronin. “Romania is involved in everything that has happened.“ Voronin also blamed the protests on opposition leaders who used violence to seize power, and has described the event as a coup d’état.

Protesters initially insisted on a recount of the election results and are now calling for a new vote, which has been rejected by the government. Rioters were also demanding unification between Moldova and Romania. “In the air, there was a strong expectation of change, but that did not happen”, said OSCE spokesman Matti Sidoroff.File:Dorin Chirtoaca.jpg

“The elections were fraudulent, there was multiple voting” accused Chi?in?u mayor Dorin Chirtoac? of the Liberal Party. “It’s impossible that every second person in Moldova voted for the Communists. However, we believe the riots were a provocation and we are now trying to reconcile the crowd. Leaders of all opposition parties are at the scene,” said Larissa Manole of the Liberal Democratic Party of Moldova.

The Organisation for Security and Cooperation in Europe (OSCE) proclaimed the PCRM to have won 61 seats in initial counts, enough to guarantee a third term in power for Voronin, who has held the position since 2001. But the Central Election Commission has received evidence of election violations, according to RIA Novosti, and upon recounts conducted of disputed polls, the commission reported that the Communists achieved 49.48% of the Moldovian vote, giving them 60 parliamentary seats — one short of the total needed to win the presidential election. “The electoral commission also granted opposition parties permission to check voter lists, fulfilling one of their chief demands,” said Yuri Ciocan, Central Election Commission secretary.

Voronin will step down in May, however his party could elect a successor with 61 parliamentary seats without any votes from outside parties as well as amend the Constitution. With the PCRM garnering 60 seats, the opposition will have a voice in the presidential election for a new successor.

The western part of Moldova was a part of Romania from the Romania’s independence until the region was detached by the USSR in 1940 to form the Moldavian Soviet Socialist Republic. On independence in 1990 the country sought union with Romania but the eastern, Russian- and Ukrainian-inhabited areas of the country declared themselves independent from Moldova and formed the state of Transnistria and movement toward union was halted.

Moldova is Europe’s poorest country, where average income is less than $250 (£168) a month. The country’s neighbours are Romania and Ukraine. Romania is a European Union (EU) state.
